The role also demands excellent communication, reporting, and problem-solving capabilities.

Requirements

1. Minimum of 20+ years of international experience in managing large-scale projects.

2. Expertise in Oracle implementations within complex project environments.

3. Proficiency in stakeholder management, risk frameworks, and escalation processes.

4. Ability to create comprehensive project plans and manage detailed reporting processes.

5. Demonstrated capability in mentoring and managing multidisciplinary teams in challenging governmental contexts.

6. Fluency in professional English, including strong analytical, research, and report-writing abilities.

Desirable

1. PMP® or equivalent project management certification.

2. Experience with government reforms and policy-related technology transformation initiatives.

3. Strong diplomacy, team-building, and cross-cultural networking skills.
