A client of byteSpark.ai is seeking an experienced Talent Management Manager to join a well-established insurance company with operations across the UAE. Based in Dubai, this role sits within the HR function and reports directly to the Head of Human Resources. The core accountability is to build and mature the talent management infrastructure, designing performance management frameworks, succession pipelines, career pathing structures, and learning and development programmes for a workforce that spans technical insurance professionals, commercial and distribution teams, UAE nationals, and expatriates. Candidates must bring a minimum of six to eight years of HR experience with at least three years in a dedicated talent management, organisational development, or learning and development role, and must have a strong working knowledge of the UAE labour market including Emiratisation requirements and the dynamics of managing a diverse national and expatriate workforce. Prior exposure to insurance, financial services, or a similarly regulated industry is a significant advantage. This is not a generalist HR role and is not suitable for candidates without a proven track record of designing and owning talent frameworks in a professional services or regulated environment.
Requirements
1. A minimum of 6 to 8 years of HR experience with at least 3 years in a dedicated talent management, organisational development, or learning and development role
2. Bachelor's degree in Human Resources, Business Administration, Organisational Psychology, or a related field
3. Proven experience designing and implementing performance management frameworks in a professional services, financial services, or regulated industry environment
4. Demonstrated experience building succession planning and career pathing frameworks
5. Strong working knowledge of the UAE labour market, Emiratisation requirements, and the dynamics of managing a mixed national and expatriate workforce
6. Experience partnering with senior business leaders and translating business needs into talent interventions
7. Strong data literacy with the ability to analyse workforce metrics and present actionable insights to senior leadership
Desirable
1. Master's degree or MBA with an HR focus
2. CIPD, SHRM, or equivalent professional HR qualification
3. Experience working within an insurance, financial services, or similarly regulated firm
4. Familiarity with HRIS platforms and talent management software
5. Bilingual proficiency in English and Arabic
6. Experience managing or mentoring junior HR professionals

This role is being recruited by byteSpark.ai on behalf of a client. byteSpark.ai is a talent and recruitment platform and is not the employer for this position. This role is based in Dubai, UAE. There is no requirement to travel to other markets as part of this position. Candidates must be based in Dubai or willing to relocate to Dubai prior to starting the role.
