The Capacity Building Lead will play a critical role in developing and implementing capacity building initiatives aligned with the Government Financial Management Information System (GFMIS) project. The role involves designing and delivering training programs, preparing training materials across key public financial management domains, and building competencies for government officials and partners. The lead will coordinate with multi-disciplinary teams to ensure successful execution of training plans and manage organizational change associated with the implementation of GFMIS. Ensuring adherence to timelines and budgets, the Capacity Building Lead will achieve training targets while fostering effective collaboration with stakeholders. This position demands expertise in capacity building frameworks, training strategies, and change management methodologies.

Requirements

1. Post-graduate degree in HR, Organizational Development, or an MBA.

2. Minimum of 10 years of experience in organizational development, capacity building, and change management.

3. Experience in planning and leading at least one comprehensive capacity-building or change management initiative for IT systems, with a preference for two or more.

4. Ability to develop training content for public financial management domains like budgeting, treasury, accounting, cash management, and auditing.

5. Proven track record of leading multi-disciplinary teams, with strong interpersonal and cross-cultural skills.

6. Proficiency in managing stakeholder engagement and delivering outcomes within budget and timelines.

Desirable

1. Experience in public sector financial management systems, specifically GFMIS or similar platforms.

2. Certification or training in public sector finance or IT systems implementation.

3. Familiarity with government budgeting, treasury operations, or fiscal reporting processes.
