We are seeking a distinguished Head of Applications to join a prominent public sector entity in Abu Dhabi. In this strategic leadership role, you will be responsible for the entire lifecycle of a diverse and critical application portfolio, including CRM, asset, and transport management systems. You will lead a talented team of application specialists and product owners, driving excellence in enterprise support, optimization, and security. The ideal candidate will be a visionary leader with a proven track record of aligning application strategies with organizational goals. You will work closely with senior business stakeholders to define roadmaps, ensuring our technology solutions effectively support public service delivery. Your expertise in vendor management, team building, and fostering a culture of innovation will be key to your success in this dynamic and impactful position.

Requirements

1. Minimum of 15 years of experience in application management, development, and enterprise support.

2. Demonstrable experience managing a diverse portfolio of enterprise applications, specifically including CRM, asset management, or transport management systems.

3. In-depth knowledge of the Software Development Life Cycle (SDLC), including Agile and Waterfall methodologies.

4. Proven expertise in application optimization, performance tuning, and enterprise support strategies.

5. Strong understanding of application security principles, data protection, and compliance frameworks.

6. Extensive experience leading and mentoring teams of application specialists, developers, and product owners.

7. Proven ability to develop application roadmaps and strategies that align directly with business objectives.

8. Strong experience in vendor contract negotiation and performance management.

Desirable

1. Direct experience working within a public sector or government entity, preferably in Abu Dhabi or the GCC region.

2. Bilingual proficiency in English and Arabic.

3. Certifications in ITIL, PMP, PRINCE2, or Agile methodologies.

4. Experience with cloud-based applications (SaaS) and migration projects.

5. Familiarity with public sector procurement processes.
