MAIR Group is seeking an accomplished Senior Specialist – Tender Management to oversee and execute the end-to-end lifecycle of tendering activities within our Centralized Procurement Department. Reporting directly to the Senior Manager – Tendering, you will coordinate the preparation, issuance, evaluation, and finalization of tenders across the Group’s diverse business units. In this critical role, you will partner closely with internal stakeholders to establish clear tender requirements, technical specifications, and objective evaluation criteria. You will lead the preparation and review of comprehensive tender documents, including RFPs and ITTs, ensuring strict alignment with corporate procurement standards and applicable UAE regulations. Utilizing advanced ERP and e-tendering systems, you will maintain transparent, auditable records while also demonstrating the agility to manage manual workflows when necessary. Furthermore, you will facilitate tender evaluation committees, coordinate pre-bid meetings and vendor clarifications, and support post-tender negotiations to drive optimal commercial outcomes. Your responsibilities will also encompass evaluating supplier pre-qualifications, tracking key tender performance metrics and cycle times, and preparing detailed evaluation reports for senior management approval. The ideal candidate will bring robust multi-sector tendering expertise, a commitment to ethical procurement governance, and a proactive approach to enhancing tendering tools, templates, and processes.

Requirements

  • Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related discipline.
  • Minimum of 5 to 8 years of progressive experience in tender management, procurement, or contracts administration within a centralized procurement environment.
  • Proven track record of managing the complete end-to-end tender lifecycle, including drafting RFPs/ITTs, facilitating bid evaluations, and preparing award recommendations.
  • Comprehensive knowledge of UAE tendering laws, commercial principles, procurement governance, and internal audit compliance requirements.
  • Hands-on experience managing multi-sector tendering processes across industries such as construction, real estate, facilities management (FM), retail, or industrial sectors.
  • Proficiency in administering tender workflows and maintaining auditable documentation using major ERP and e-tendering platforms such as SAP or Oracle.
  • Demonstrated ability in supplier engagement, including managing supplier pre-qualification processes, hosting pre-bid meetings, and addressing vendor clarifications.
  • Strong analytical capabilities in tracking tender cycle times, reporting on procurement KPIs, and driving process improvements across tendering templates and tools.

Desirable

  • Master’s degree in Supply Chain Management, Business Administration, or a related field.
  • Recognized professional certification in procurement or tendering such as CIPS, CPSM, CPPP, or CPPM.
  • Experience establishing manual tendering workflows and controls in environments transitioning to or lacking automated e-tendering systems.
  • Advanced skills in supporting post-tender commercial negotiations and finalizing complex contract award documentation.
  • Exceptional interpersonal and stakeholder management skills with the ability to influence cross-functional technical and commercial evaluation committees.
