Description

The Manager – Talent Acquisition is responsible for managing and overseeing the end-to-end recruitment process to ensure the organization attracts, selects, and hires qualified talent in line with business requirements and workforce plans. In this strategic role, you will partner closely with business leaders and hiring managers to understand staffing priorities, provide market insights, and develop effective sourcing strategies across various departments. You will oversee candidate screening, assessments, interviews, and offer negotiations to ensure the timely closure of vacancies while maintaining exceptional recruitment quality and candidate experience. Additionally, the Manager will play a key role in supporting annual manpower planning, budgeting exercises, succession planning, and internal mobility initiatives. You will drive recruitment operations by monitoring key performance indicators such as time-to-fill, cost efficiency, and offer acceptance rates, while optimizing Applicant Tracking Systems (ATS) and recruitment processes. Ensuring full compliance with internal HR policies and UAE labor regulations is a critical component of this position. Furthermore, you will champion the organization's Emiratisation objectives by developing UAE National talent pipelines, participating in career fairs, and fostering university partnerships. Finally, you will provide guidance to the recruitment team and manage relationships and performance metrics for external recruitment agencies and sourcing partners.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Minimum of 6 to 8 years of relevant experience in end-to-end recruitment or talent acquisition across multiple business units.
  • Proven expertise in developing sourcing strategies, conducting competency-based interviews, candidate assessments, and managing salary negotiations.
  • Strong knowledge of UAE labor laws, local recruitment practices, and compliance frameworks.
  • Demonstrated experience in workforce planning, annual manpower budgeting, and talent gap analysis.
  • Proficiency in utilizing and optimizing Applicant Tracking Systems (ATS), HR systems, and modern talent sourcing tools.
  • Solid track record in recruitment reporting and analytics, tracking KPIs such as time-to-fill, quality of hire, and recruitment cost efficiency.
  • Hands-on experience driving Emiratisation recruitment initiatives and building UAE National talent pipelines.

Desirable

  • Prior experience leading, mentoring, and managing a team of talent acquisition specialists or recruiters.
  • Experience managing external recruitment vendors, negotiating agency terms, and monitoring PSL performance.
  • Professional HR or recruitment certifications (e.g., CIPD, SHRM-CP/SCP, PHR/SPHR).
  • Proven track record in leading recruitment process improvement projects and Employer Branding initiatives.
  • Established network with UAE universities, government talent portals (such as Nafis), and local career fair organizers.
