manage and direct a large critical communications network infrastructure program, ensuring completion of all project objectives on schedule with required quality and in budget. Key responsibilities include: • Implement and manage an effective PMO function to direct and govern the Mission Critical Network (“MCN”) Program. • Support and advise the stc GM (MCN Program Manager) as needed on all matters related to directing the MCN program. • Develop and implement the operating model for the MCN program, ensuring relevant processes, methodologies, WLAs and MSA’s are defined, implemented and followed by all responsible parties. • Ensure alignment across STC departments, Vendors, TowerCo (TAWAL), Data Centre and Cyber Security providers, subcontractors, Customer and other key stakeholders on all project governance requirements and deliverables. • Responsible for managing the project budget, CapEx/OpEx, utilization and variation, and ensure effective change management. • Ensure project KPIs are established and manage executive reporting of project performance. • Responsible for developing, structuring, supervising, managing and directing the PMO Team of 50+ staff, including performance, resource and demand management based on forecasted activities and budgets. • Prioritize the PMO Team resourcing and delivery based on direction of the stc GM, adapting to changes in priority and scope as needed. • Manage internal and external project risks and dependencies. • Executive management reporting and presentations to the STC MCN Program Manager and MCN Governance Committee as directed by MCN Program Head. • Ensure that clear and explicit work processes and procedures are established and understood by all assigned parties, and set up systems and methodologies to monitor the execution and performance of work of all staff.
