We are seeking an Expert in Economics & Tariffs to manage our company's regulatory affairs concerning retail tariffs for all products and services. The successful candidate will be responsible for the entire lifecycle of tariff filings, from preparation and submission to securing approvals from the National Regulatory Authority (NRA). This role involves conducting rigorous regulatory reviews of commercial proposals to ensure compliance and prevent anti-competitive practices. You will serve as the primary liaison between our business units and the NRA, providing critical economic analysis to support negotiations and defend our regulatory positions. Key responsibilities include managing regulatory reporting, handling complaints and disputes, and offering expert regulatory guidance across the organization. This position requires maintaining a strong, professional relationship with the regulator and other key stakeholders to ensure our compliance and support strategic initiatives.

Requirements

1. Demonstrated experience in preparing and submitting retail tariff filings to a National Regulatory Authority (NRA) within the telecommunications sector.

2. Strong proficiency in economic and financial analysis, specifically analyzing revenue, volume, and RAS data for regulatory reporting and justification.

3. In-depth knowledge of telecommunications regulations, policies, and laws, particularly concerning retail tariffs, competition, and consumer protection.

4. Proven ability to conduct regulatory reviews of new products, services, and promotions to ensure compliance.

5. Experience in drafting official responses to regulatory consultations, inquiries, and complaints.

6. Skilled in managing relationships and liaising with regulatory bodies, government entities, and internal stakeholders.

7. Experience in preparing and submitting mandatory quarterly regulatory reports (e.g., MDDD reports).

8. Ability to define, articulate, and defend a company's regulatory positions based on sound economic and legal reasoning.

Desirable

1. Direct experience working with the Communications Regulatory Authority (CRA) of Qatar.

2. Experience in managing regulatory disputes, including drafting complaints against competitors.

3. Advanced financial modeling skills for regulatory and economic analysis.

4. Project management experience in handling multiple regulatory submissions and deadlines.

5. Strong negotiation skills demonstrated in interactions with regulatory authorities.
