Description

We are seeking a dynamic and results-driven Chief Operating Officer (COO) to oversee and optimize our manpower operations in Dubai, with a focus on domestic staffing solutions. The ideal candidate will be responsible for end-to-end operational management, including recruitment, visa processing, client onboarding, and compliance with MOHRE regulations and Tadbeer program standards. As COO, you will streamline processes, lead cross-functional teams, manage vendor relationships, and drive operational excellence through technology and automation. Your role will also involve financial oversight, compliance monitoring, and strategic stakeholder engagement to ensure sustainable business growth. The successful candidate will be a strong leader with a proven track record in manpower operations, capable of enhancing efficiency, scalability, and service quality in a fast-paced environment. Key Responsibilities: Lead and optimize end-to-end manpower operations. Ensure compliance with MOHRE, Tadbeer, and UAE labor laws. Drive process improvements and digital transformation. Manage budgets, financial performance, and cost optimization. Build and maintain strong relationships with clients, partners, and government entities. Oversee recruitment, training, and performance of operational teams. This role is ideal for a strategic thinker with hands-on experience in manpower services, ready to take on a leadership position in a growing company.

Requirements

1. 8+ years of experience in operations management, preferably within the UAE’s domestic staffing, manpower companies or Tadbeer sector.

2. In-depth knowledge of MOHRE policies, Tadbeer program requirements, and UAE labor laws.

3. Proven ability to set up full lifecycle operations, including recruitment, visa processing etc.

4. Familiar with fast growing companies or startups.

Desirable

1. Fluency in English and Arabic as desirable. Experience in resolving disputes and managing relationships with government authorities.

2. Familiarity with digital record-keeping and client portal systems.
